A great place to start with training a young dog or rescue is to get them really good at paying attention to you.
When you say their name or do a little kissy sound etc...every time you do that, use your reward marker "yes" or a clicker at the moment of eye contact, however brief, and give them a yummy morsel.
Practice in all different situations, and locations, and distance away...slowly increasing distractions over the weeks.
Then you can build upon this with your obedience training ... on the foundation of being connected with your dog... And having taught your dog that connecting with you is a rewardable behavior even if they are distracted!!
